The organisation of the Programme

The Secretary General of the Secretariat of the ACP Group of States in Brussels is the Regional Authorising Officer (RAO).

A Programme Management Unit (PMU), based in Brussels, is responsible for the implementation and the coordination of the Programme’s activities. It works in close liaison with and provides a strong proactive link between the Secretariat of the ACP Group of States, the European Commission, including the Delegations of the European Commission in the ACP countries, the relevant ACP and OCT authorities and the consulting companies charged with implementing the different Modules of the Programme and other implementing agents.

The Programme operates under the guidance of a Steering Committee made up of representatives of the Secretariat of the ACP Group of States, of the European Commission (EuropeAid, DG Sanco, DG Mare, DG DEV, DG Trade) and of CDE (Centre for the Development of Enterprise). It is consulted, at least twice a year, on the general strategy of the programme and on the annual work programmes drawn up by the Programme Management Unit (PMU), which submits regular technical and financial reports to it.
